I. Neuter and Return programmes. Other four contracts recently signed in Gorj county.

and Return contract; News from the shelter - dogs recently rescued,
abandons, neuterings; Successful adoptions; Building the new shelter.
III. Vulcan city and others in Hunedoara. Dogs
found in terrible conditions in the municipal shelter; stray dogs set
free; three municipal shelters closed by the regional inspector from
the Sanitary Veterinary Direction;
IV. Sponsorship programme. Hundreds of dogs are looking for someone to help us take better care of them.
I. Neuter and Return programmes.
On 12 of April 2005, after a long period of hard work and
discussions with the mayors, whose belief was that killing dogs is the
only way in order to reduce their number, we succeeded to persuade
other four mayors to sign the Neuter and Return contract. The contract
was signed on 10 years and in cooperation with FPCC managed by Mr.
Robert Smith.
At this moment, we have 5 this kind of contracts closed in Gorj
county in the following cities:Tg-Carbunesti, Ticleni, Rovinari, Motru,
Bumbesti-Jiu.
The FPCC mobile clinic comes twice or once a year - depending on
the needs of every city-and it already had three visits in Carbunesti
and Ticleni city where were neutered and returned ..........dogs and it
will soon come and work in the other three cities. Between the visits
of the mobile clinic, we handle and try to solve all the problems
regarding dogs in that cities. Besides this, we have a lot of work to
do with the citizens, to make them understand that Neutering and not
Killing is the option to the stray dogs population.
An important fact was that the local and regional mass-media had a
very positive opinion about this programme and supported us very much
in our work
II. Tg-Jiu city.
As you may know, although we have been trying for years to have a
cooperation with the mayor of Tg-Jiu, Florin Carciumaru, he refused it
and his employees - under his order - continued the activity of
catching, torturing and killing tens of stray dogs every day.
Due to this and also because we closed the five contracts in Gorj
county, that all was going well, that the press was very positive about
this programme, we decided to try again and proposed and brought to the
city hall the same contract of Neuter and Return. We are now waiting
their decision regarding a cooperation with our association and FPCC.
At the shelter, after many quarrels with those responsible for the
Catching Service - although the Law for Stray Dogs Administration gives
us the right to claim the dogs caught by the catchers - we saved from
the municipality's catchers, several times many dogs - 18 dogs last
time- who were going to be dumped in the woods and shot by the hunters,
or directly killed by the catchers.
When we opened the catchers' van what layed in front of us let us
speachless and full of tears; dogs - puppies with adults -crowded one
over the other in two cages not bigger then 2 square meters, with blood
and saliva running down their mouths, full of excrements and vomiting
because of the shock they passed through were looking to us scared and
with fear. One by one, we took them down and make them space in the
shelter, although is crowded and we face financial difficulties
regarding food, medicines and many other things needed.etc.
Abandons. Although we keep explaining people that our shelter is
full already and we manage very hard financially, they do not
understand this, do not care, and continue to abandon dogs- puppies,
pregnant females, old dogs- in front of the shelter and in small boxes
saying that if we dont receive them they will either abandon them
somewhere without water and food, drawn or kill them.
Neuterings.
From the beginning of our activity we have been neutering dogs and
cats as we strongly believe that this is the only way to control and
limit stray dogs population. We also give dogs for adoption only after
they have been neutered and dewormed. We also neuter for free dogs that
are brought by animal lovers.Unfortunately, we cant find any vet who
wants to volunteer and perform neuterings for free so we must pay for
his work. We would be very grateful if you ca support us with medicines
and money for paying the vet so that we can neuter as many dogs as
possible.
Adoptions.
Besides doing our best to offer dogs good conditions, we also do
all it is possible to find them loving and responsible families to
adopt them. For this, we even have a permanent announcement in a local
newspaper with a photo of one of our dogs. Some of the dogs that were
adopted are Gurita, Rita and Bella:
Building the new shelter.
We are doing all it is possible to make this dream come true for
our dogs and others to come. We have found an architect who decided to
make us the project for free but before starting it we must obatain
many permits and plans from the authorities that need a lot of time and
money. As many of you could know, here in Romania the level of
bureaucracy is very high and things are moving extremely slow.
III. Vulcan city and others in Hunedoara county.
We have been informed that in a city at about 100 km from Tg-Jiu,
called Vulcan, from the order of the mayor, Mr. Ile, stray dogs were
caught, kept in terrible conditions and then killed - not euthanised.
Although the representatives of two foundations for animal protection
went there twice in order to discuss with the mayor about this
situation, he didnt take them into consideration and continued his
activity. Being aware that the mayor will not change his mind easily
and will not cease his activity, we decided to go there too and meet
with the authorities. At the beginning, although it was our right, we
were not allowed to enter the shelter and the authorities behaved very
rude with us. After many discussions we finally could enter it and what
we found there was awful. As many of you could also read on the
Internet, dogs were kept there in miserable conditions, with no food,
water or medical care, in their own excrements waiting to be killed in
that day.
On our side we had the regional inspector from the Sanitary
Veterinary Direction. After all the illegalities found there we
proposed him to take the next measures: to close that shelter and to
set free the 72 dogs that were in the shelter at that moment.
The inspector drew up a written note with the number 21 from 27.05.2005
in which he stipulated the following measures taken: close the activity
of the shelter and the one of the Catching Service, and gave it a
penalty . Also the 72 dogs were set free.
We proposed the mayor to accept to implement a programme of Neuter
and Return, giving as an example all the five contracts we signed in
Gorj County.
Besides this, the inspector from the Sanitary Veterinary Direction,
took the same measures in other two cities from Hunedoara county,
Lupeni ( no. 22/ 27.05.2005) and Petrosani (no.23 / 30.05.2005),( near
Tg-Jiu)
As a proof to what we detailed above, we have the three written
notes drew out by the regional inspector from the Sanitary Veterinary
Direction and also the press articles.
IV. Sponsorship programme.
We thank very much all the wonderful people who chose to sponsor
one or more dogs and are helping us offer them better conditions.
There are more other dogs, recently saved, that need your support.
For only 10 Euros per month you can sponsor Madalin - that was found
hit by a car and brought to the shelter. Unfortunately his leg couldn’t
be saved, the vet amputated it and he is in the shelter, Cora with her
puppies - abandoned on a field where dogs were shot by the hunters,
together with her puppies with no water and food but we found her and
took them in the shelter, Printzesa and Nicolae, saved from the
municipality's catchers who were going to kill them:
