Dear Madam/Sir,
we, animal protection associations Pro Animals Finland and Pro Animals Romania, approach you on an important matter and kindly ask for your assistance and support.
The city of Tg-Jiu in Romania has participated in cruelty towards stray dogs for years as we have witnessed. In 2008 the city built a temporary dog shelter where stray dogs collected from the streets suffered from illnesses, injuries and hunger. The conditions of dogs were horrifying and against the national animal welfare law let alone any ethics of humane treatment of animals.
Despite the numerous complaints to the authorities made by Pro Animals Romania, the city has neglected the proper treatment of dogs. In August 2009 the city moved the dogs to a new municipal shelter that is said to be of EU-standard quality by the decision-makers of the city. This couldn't be further from the truth since e.g. the shelter doesn't have functional sewerage system to enable effective cleaning, no air-conditioning or heating and the dogs still aren't getting enough food or medical care let alone are treated properly by the employees of the shelter. According to Pro Animals Romania 4-5 dogs on average die at the shelter daily from lack of food and treatments. Most of the dogs of the shelter are sick and apathetic, many are left to suffer with serious injuries and illnesses until they slowly pass away.
Since the authorities of Tg-Jiu dismiss and neglect any complaint and inquiry concerning the welfare of stray dogs and allow the cruelty to continue without doing anything to improve the situation of dogs at the public shelter, we ask for your intervention. Please, read the attached report we have compiled.
Finnish Federation for Animal Welfare Associations (SEY), the largest animal welfare organisation in Finland, and also a member of Eurogroup for Animals, emphasizes the importance of this initiative and urges that attention and actions that improve the quality of life for the shelter and stray animals will be directed at this issue. Especially municipal and/or territorial catch-neuter-release –programs should be implemented. This should be considered as an important human and animal welfare issue in many EU countries and should be taken into consideration in legislation.
